Implementation - a) for new buildings: zero use of CFC-based refrigerants in HVAC systems b) for existing buildings: 1) Replacement or "phase-out" program for HVAC units and fire systems with CFC's (5-year phase out) 2) Existing mechanical systems connected to existing chilled water systems must be CFC-free c) Alternative option for existing buildings: 1) If replacement of CFC HVAC systems in existing buildings in not "economically feasible" (meaning it will take more than 10 years for simple payback) then project is excused from this prerequisite. 2) Must minimize leakage to less than 5% annual/30% lifetime Additional Notes: ODP(ozone depleting potential), GWP(Global warming Potential), Specify new HVAC equipment that uses No CFC refrigerants |

Green Power, or Green-e, is defined as power collected "off-site" that can be purchased and distributed to whoever buys it. Green power is NOT to be confused with power from "on-site" renewable energy resources, as mentioned in EAc2.
Intent - to encourage the development and use of "grid-source" renewable energy technologies for a NET ZERO pollution basis Implementation - Eligible types of Renewable Energy (as defined by the CRS: Center for Resource Solutions) = solar, photovoltaic, wind, geothermal for heating and electric, biomass, biogass, and low-impace hydroelectric Baseline Electricity Use: 1) Determined by consumption based on EAc1 2) Use DOE (department of energy) and CBECS (commercial building energy consumption survey) a) Case 1: in states with an OPEN electrical market: select 35% GREEN-e certified power provider with a 2yr contract b) Case 2: in states with a CLOSED electrical market: Enroll in a Green Pwer Program for 35% of the electrical energy c) Case 3: where green power is NOT available: 1) purchase RECs (tradable Renewable Certificates): purhase quantity of RECs equivalent to 35% of predicted annual electrical consumption for a 2yr period (this equals 70% of the projected annual electrical consumption if all RECs are purchased at one time)
