Use a light meter to obtain flash exposure at below sync speed

or shoot wide open to create shallow depth of field when above sync speed

Term
How can you shoot wide open and still use flash when in bright light?
Definition

By using and ND filter.

At f8, if you use a 3stop ND filter, then you can open up to f2.8
