Project Planning process involves the following areas:
developing the project plan;

getting commitment to the plan
maintaining the plan

There are other consideration to a project plan besides schedules and budgets -- they are:

Risk managment (QP19)- understanding transition to a project start-up; managing subcontractors.

Training(QP9)- understanding requirement for the staff - certs, education, exper, clearances

Resources (QP14) - identifying personnel and ODC that my need to be acquired (QP13)

Data management (QP10) - outline program data used in the management of the contract - issues log, monthly status report, time sheets.
