· When Penn’s father passed away, the British monarchy owed his family money, but William instead asked for Pennsylvania so he could develop it. The charter enabled Penn to establish a city that incorporated a lot of ideals that were important to him (Quaker settlement free of persecution). He realized that he had to get on good side of N.A.’s and paid them for the land (smart and strategic).
